As many tanks have known for some time, 2.2 was going to introduce high defense characters to the daze mechanic. Currently, characters with a high defense rating were effectively immune to daze. Tanks have been fighting against the change due to the incredible importance of repositioning on fights and poor blizzard pathing ai's. Happily, we can rest easy, we ACTUALLY won this fight Tongue

This change would have removed additional defense rating as a factor in reducing the chance of being dazed, equalizing the chance for heavy armor wearers to become dazed as compared to light armor wearers. With further testing and discussion it was decided that players would be too negatively affected in their ability to tank and reposition their targets, and this change will no longer be included with 2.2. We currently have no plans to reintroduce this change at a later time.

why they didn't just make the change to not apply in instances is beyond me

I wish they would just remove Daze altogether.. I'm trying to turn in my quests, dernit!  Don't need three spiders dazing me and knocking me off my Raptor!

Their argument was that players could still use things like soulstone, feign death, ankh, vanish, etc. to skip stuff.

I wish they'd change daze so that it gave a speed boost and I could get away.

Well, the thing with daze.. if you can keep an angle on them so you'll avoid it by traveling in arcs by keeping your side to them instead of your back (seems to still work).  The only reason to really do it in an instance though is for gathering and the odd quest person.  But usually it's way too difficult to do much of anything else that's worth anything to you if you have to avoid entire sections of an instance.  What is the chance to be dazed without any other factors?  Like, 25%?  I kind of miss the old days of.. every once in awhile.  Not everytime.  I mean, the only time anyone even cares about daze is traveling and trying to run away from a mob you just found out you can't handle by yourself.  And it should definitely count as a "movement hindurance".  Gimme that Blessing of Freedom!
